Essential packing list for a 2-week winter trip to Central Europe?

Hey everyone! My partner and I are heading to Germany, Austria, and Prague this coming January, and we are starting to panic a bit about what to pack. We want to travel carry-on only, but we are worried about staying warm in freezing temperatures and snow without bringing massive coats. What are your absolute must-have items, clothing brands, or layering strategies for surviving a European winter? Any advice on footwear that is both waterproof and city-walking approved would also be amazing!
