Safest European countries for solo travelers

I am planning my first major solo trip to Europe later this year and I'm a bit nervous about safety as a solo traveler. Which countries or specific cities would you recommend for someone traveling alone for the first time? I'm mostly looking for places with reliable public transit, low rates of petty theft, and a welcoming culture for foreigners.
